Silvergate (seed 4301) generated 10 buildings, doubling up on taverns, religious buildings, warehouses, and guild halls. That density is what separates a town from a village on this generator: more of the same building types, not new ones.
Are town governments different from village governments?
Both example towns here rolled Military Commander, but that is one draw from the same government pool every size uses; a town is not guaranteed a military government, it just as easily draws an Elder Council or a Theocracy on another seed.
